ENVIRONMENTAL RISKS AND SUSTAINABLE DEVELOPMENT OF RUSSIAN REGIONS IN TIMES OF CRISES (2024)

Relevance. Russia is currently facing sanctions, which have had significant economic and social consequences. These crises have revealed vulnerabilities in the socio-economic system, highlighting the importance of studying them to better address current challenges and mitigate future risks. Objective. The study aims to identify the vulnerabilities in particular aspects of sustainable development across Russia’s regions during the crises of the past 15 years. Data and methods. The study draws on data from the Federal Statistical Service (Rosstat) to calculate a sustainable development index for regions, which tracks the impact of crises on their economic, social, and environmental sustainability. The index is constructed using a classical method, comprising three averaged sub-indices, each representing one of the three components of sustainable development. A higher index value indicates greater sustainability, with the impact of crises varying across regions. Results. During the 2014 crisis, regions specializing in export-oriented industries or those with a significant share of foreign capital in their economies were hit the hardest. Socially, the most vulnerable regions were those along the Chinese border in the Far East, which were impacted by trade restrictions. The 2020 pandemic had economic effects on nearly all regions, with cities of over a million people and their agglomerations suffering the most due to the abrupt suspension of the tertiary sector. The social sphere responds most quickly to crises, while the environmental component is more inert but shows a negative trend despite the crises. Conclusions. For regions with underdeveloped and monocentric economies, support measures should focus on diversifying industries, particularly those aimed at mass consumption. In coal-mining regions, it’s important to develop service sectors related to the industry during stable periods. For the Far Eastern regions, the main support measure is to stimulate industries geared towards meeting Chinese demand.

EXPLORING THE ROLE OF INTERREGIONAL TECHNOLOGICAL COOPERATION IN MACRO-REGIONAL SPATIAL AND INNOVATION DEVELOPMENT (2024)

Relevance. The paper explores interregional cooperation, examining the challenges of aligning spatial and innovation development in macro-regions, with a focus on two federal districts of Russia. The study assesses the potential of interregional cooperation among neighboring regions within a single federal district, as well as among more distant regions across different federal districts. Research Objective. The study aims to test two hypotheses: the first deals with the viability of imitation innovation strategies in peripheral regions of both intra and inter-federal districts. The second hypothesis concerns the presence of innovation interdependence (autocorrelation) among regions from different federal districts, influenced by the level and industrial compatibility of innovation outputs. Data and methods. The study employs the DEA method to identify central and peripheral regions (imitator regions) by calculating technical efficiency indicators. It also uses coupling interregional complementarity indexes to assess the potential for interregional cooperation in innovation and technological import substitution, considering the industrial profiles of the regions. Spatial autocorrelation is evaluated by using Moran’s Index to estimate the level of regional interdependence, factoring in the level and industry conformity of innovation output. The novelty of the proposed methodological approach lies in the application of interregional indexes of innovation complementarity as weighting coefficients in Moran’s Index calculation. Results. The study reveals a rise in spatial inequality, competition among regions, and constrained interregional innovation cooperation across federal districts. Geographical proximity currently plays a pivotal role in cooperation, with initial indications of a macro-regional space evolving through knowledge exchange. However, both hypotheses concerning imitation strategies and autocorrelation are only confirmed for regions within a single federal district. Conclusions. The findings of this study regarding spatial autocorrelation offer valuable insights for policymakers in the sphere of regional innovation.

EVALUATING ECO- AND HUMAN CAPITAL EFFICIENCY IN RUSSIAN REGIONS: INSIGHTS FROM SUBJECTIVE WELL-BEING INDICATORS IN THE CONTEXT OF GEO-ECONOMIC FRAGMENTATION (2024)

Relevance. Fostering well-being ranks high on regional social policy agendas. With the dynamic shifts in the international economic landscape, known as geo-economic fragmentation, there’s a pressing urgency for stakeholders to optimize resource allocation at the regional level, increasing interest in efficient strategies to adapt to sanctions while enhancing overall well-being. Research objective. This article aims to investigate the dimensions and determinants of the eco- and human capital efficiency in Russian regions in the context of geo-economic fragmentation and sanctions pressure. Data and methods. A proposed three-stage approach integrates factor analysis to identify subjective well-being indicators, data envelopment analysis (DEA) to evaluate socio-eco-efficiency, and panel tobit regression to examine the determinants of efficiency. Microdata from the Rossat Comprehensive Observation of Living Conditions database were utilized, covering the period from 2014 to 2022. To assess efficiency, a DEA model is employed. The output indicators from this model were the estimated measures of subjective well-being. These indicators were validated through factor analysis and included professional satisfaction, safety assessment, accessibility and quality of social and cultural infrastructure in the regions. Results. In the given period, people reported feeling increasingly satisfied with jobs and quality of life, though there was a noticeable slowdown in the growth of human capital development indicators, environmental investments, and real income by early 2023. Efficiency varied significantly among the regions. Industrially developed mining areas and republics in the North Caucasus consistently showed high socio-eco-efficiency, despite limited resources. The efficiency benefited both from digitalization and increased per capita gross regional product, but urbanization had a negative impact. Conclusions. Amid geo-economic fragmentation, regional communities and job markets face significant challenges in adaptation. With the looming risk of declining satisfaction and perceived quality of life, it is imperative for regional policies to bolster tangible well-being indicators and invest in social capital and infrastructure to address these issues effectively.

EXPLORING THE COMPETITIVENESS OF CENTRAL ASIAN ECONOMIES: A COMPARATIVE ANALYSIS (2024)

Relevance. In Central Asia, growing economic and infrastructural challenges require urgent solutions and a shift from resource-dependent economies. Although each Central Asian country is following its own independent path, regional integration processes are crucial for enhancing competitiveness at both individual and regional levels. Research Objective. The study aims to conduct a comparative analysis of the competitiveness of Central Asian economies, identifying both their weaknesses and opportunities for sustainable development in the region. Data and Methods. The study relies on both secondary qualitative and quantitative data, drawing on international research on competitiveness and methodological provisions developed by the World Economic Forum. Identical indicators from the World Bank database are analyzed for an indirect assessment of the global competitiveness of Central Asian economies. Results. The study’s findings reveal varying levels of competitiveness among the economies in question. Kazakhstan and Uzbekistan, in particular, have shown progress in this sphere due to the availability of natural resources, economic reforms, investments in infrastructure, and the development of human capital. Conclusions. In order to improve the quality of life for their citizens, Central Asian countries need to enhance their competitiveness, which can be accomplished by implementing measures such as diversifying economies, strengthening institutions, and attracting investment in innovative projects.

ENGLISH NEOLOGISMS OF ANCIENT GREEK AND LATIN ORIGIN IN THE FIELD OF PSYCHOLOGY (2023)

In our rapidly developing world, people often need to create words to name new concepts. The process of creating a new word is actually very complex and consists of a number of stages that are mostly carried out at the subconscious level. People need to understand the role of a newly encountered phenomenon in the world around them and how that phenomenon will be classified within the framework of the already familiar categories. Another problem is the choice of the outer (phonetic) form of the newly created word, which is mainly based on the categorization process of the new phenomenon encountered by a person. This paper is aimed at studying the role of morphemes of Ancient Greek and Latin origin in the process of coining neologisms in the field of psychology. Psychology is a rapidly developing branch of science, and consequently new words need to be coined frequently. In the paper, we tried to reveal what kind of categorization processes take place when creating new words, and how these processes affect the external phonetic composition of given neologisms, and in particular, why Ancient Greek or Latin morphemes are chosen for coining neologisms in the field of psychology.

EXAMINING THE EFFECTS OF ECONOMIC POLICY UNCERTAINTIES ON THE STOCK MARKET INDEX: ANALYSIS BY NONLINEAR ARDL METHOD FOR G7 COUNTRIES (2024)

Uncertainties are important factors that influence the decisions made by societies. Economic uncertainties closely affect society’s consumption and investment behaviour. Rising stock markets increase investors’ confidence, resulting in more purchases and higher stock prices and, in this context, an increase in consumer spending. When stock prices decrease, company investments are also negatively affected as consumer spending declines. Thus, increases and decreases in stock prices affect the general economy as they affect business confidence and consumers. The study analyses the effect of uncertainty in economic policies on stock markets, leading to a decrease in investor confidence in the economy. Such effects in G7 countries were examined using the nonlinear autoregressive distributed lag (ARDL) model for the period 1998: M05-2020: M09. This method was able to capture symmetries and asymmetries in the relationship between economic policy uncertainties and the stock markets. The results showed that heightened uncertainty in economic policy in Japan has a significantly negative effect on the stock market index, but in Germany and Italy, it has a significantly positive effect. Rising interest rates have negatively affected the stock market index in the United States, Canada, Japan, Italy, and the United Kingdom. The increase in the industrial production index is positively related to the stock market index in the United States, Canada, Japan, Italy, and France. Additionally, uncertainties in economic policy have asymmetric impacts on the stock market index in the United States, Canada, Japan and Italy, and symmetrical impacts in Germany, France and the United Kingdom.

EFFECTS OF A CUSTOMS UNION ON ECONOMIC GROWTH: EMPIRICAL EVIDENCE FROM SOUTHERN AFRICAN CUSTOMS UNION (SACU) (2024)

This study analyses the effects of the Southern African Customs Union (SACU) on the economic growth of its member states based on unbalanced panel datasets. This research was inspired by the ongoing discussions about the development of “free-trade agreements” and the growing anxiety about the US dollar’s stability as a world currency. The latter has recently led to the announcement of the Brazil-Argentina currency union to make bilateral trade easier. As the SACU countries are practically using the South African Rand as a single currency, a growing interest in evaluating the SACU internal trade validity for being the foundation of similar integrative action has started to manifest. The regression results of pooled ordinary least squares (OLS), fixed effects (FE), and random effects (RE) models demonstrate that the economic growth effects of intra-trade (exports, imports) of SACU do not exist. This indicates that further economic integration may not provide positive effects for SACU. However, the most crucial factor to drive the economic growth of SACU turned out to be domestic investment. Attracting foreign direct investment (FDI) also highly contributes to the economic growth of SACU. It is natural and advisable for the member states of SACU to continue the enhancement of investment-conducive environments for domestic and foreign companies. In addition, the long-term fuelling of economic growth with government debt, government spending, and investments points to possible discrepancies in the economic structure of the union, may be connected to internal demand issues. In this sense, it would be reasonable to research the potential of expanding SACU to the countries of the Southern African Development Community (SADC).

EXPLORING THE LINK BETWEEN PROVINCIAL EXPORTS AND ECONOMIC GROWTH: EVIDENCE FROM TURKIYE (2024)

Exports play a vital roLe, particularly for developing countries, and economic growth remains a central goal for all nations. Over time, numerous approaches have sought to understand and explain the causal relationship between exports and macroeconomic indicators, with extensive studies conducted on the subject. This research examines the relationship between exports and economic growth using panel data analysis at the provincial level in Turkiye, offering a unique perspective compared to traditional country-level analyses. Given that international trade is often studied at the national or enterprise level, this province-focused approach provides distinctive insights. The study covers the period from 2004 to 2020 and employs the Westerlund ECM Cointegration Test, Panel ARDL, and Dumitrescu & Hurlin Causality Test as analytical methods. The findings reveal both cointegration and bidirectional causality between provincial exports and economic growth. Furthermore, increases in exports positively impact economic growth in both the short and long term. Notably, the effect is more pronounced in provinces with well-developed tourism and industrial sectors.

EPISTEMOLOGICAL-METHODOLOGICAL APPROACH TO THE RESEARCH OF THE MEDIA SPHERE OF ARMED CONFLICTS (2024)

The subject of this paper is the research into the media sphere of armed conflicts, whose results contribute to the strengthening of the state and law. The aim of the study is to offer the scientific and social public a methodological approach to the research of the media sphere in armed conflicts, based on the scientific analysis of experience from information and propaganda wars of the modern era. The results of this research have strategic importance for the attitude and behavior of states and their institutions in armed conflicts. The main aim of the research into the media sphere of armed conflicts is to generate new scientific ideas and practical social experience, which is necessary to adequately counter the propaganda war, as well as for more efficient strategic and operational management of the conflict by the countries participating in it, through the realization of basic and applied research in this sensitive sphere. Almost all basic analytical and synthetic methods of knowledge were used in the study, while emphasis was placed on analysis, synthesis, abstraction, classification, generalization and the inductive-deductive method. From the corpus of general scientific methods, hypothetical-deductive, statistical and comparative methods were applied in the study. From the group of methods used for collecting data, the method of survey was used, first of all, the technique of a poll, as well as the operational method of document content analysis with qualitative and quantitative analysis techniques. The results of the analyses of armed conflicts that were led at the end of the 20th and the beginning of the 21st century confirmed the initial hypothetical assumption that permanent research of reports in written and electronic media before and during armed conflicts influences the final decision on the outcome of the conflict, and that the results of research after the end of armed conflicts contribute to the strengthening of the state and law. The main result of this study is the realization that without researching the media sphere of armed conflicts, it is not possible to reach new knowledge, axioms, postulates, principles, laws and theories that, in the modern conditions of technical and technological achievements refute the motives and goals of all armed conflicts and prove the futility of conflicts between people, social groups, ethnic and religious communities, nations, sovereign states and military-political alliances.

EURASIAN COURT JURISDICTION - A NATURAL STEP TOWARD IMPROVING THE PROCEDURES FOR CONTESTING EURASIAN PATENTS (2022)

This paper includes a brief review of the systems for contesting decisions made by the Eurasian Patent Office regarding the issue of Eurasian patents for inventions - systems for administrative annulment of Eurasian patents for inventions and systems for invalidation of Eurasian patents for inventions by competent bodies of the Eurasian Patent Organization member states. Based on the analysis of the two systems conducted by the author, the conclusion is drawn that it is reasonable to create a uniform regional court jurisdiction under which an efficient mechanism will be generated to appeal the decisions about issue or refusal of Eurasian patents approved by the Eurasian Patent Office, the body of the international inter-governmental organization. Also, based on the statistics provided in the paper, the high quality of Eurasian patents for inventions issued by the Eurasian Patent Office as a result of carrying out a patent search across the global patent pool and an expert examination of Eurasian patent applications is summarized. A conclusion can be made about the need for the Eurasian Patent Office to participate in considering disputes associated with protectability of inventions protected based on the Eurasian patents that are contested in member states of the Eurasian Patent Convention. The goal of this participation will be to provide assistance to the patent owners in terms of protecting their interests regarding Eurasian patents for inventions.
